unapproved, an application can be made for the second time, and the
related department shall give a reply within the same time limit, but
it should speed up the process to give a reply as early as possible.
Article 7. For overseas funded projects that are to be approved
by various bureaus or with an investment of between US$5 million and
US$30 million, all matters involving planning, land, housing
administration, environment protection, public works, and the
supply of water, electricity and heat, shall be given a
joint reply through a coordination by various construction
departments which are sent by the Municipal Construction Commission of
the municipal government's Foreign Investment Office to set up a
joint office for handling the matters concerned. Matters involving
supporting facilities of other overseas funded projects shall also be
handled according to the same principle of a unified reply,
coordination and management.
Article 8. Public supervision shall be exercised over the
examination and approval of FFEs. Those personnel who wield power to
seek personal gains and fail to give a reply beyond the time
limit shall be investigated. Those who involve serious consequences
shall be punished according to administrative discipline.
Article 9. These Provisions shall be interpreted by the
Foreign Investment Office of the Tianjin people's government.
Article 10. These Provisions shall come into force upon the day
of promulgation and be in dominance above all previous
municipal provisions.
