MINISTRY OF AGRICULTURE
REGULATIONS ON PROHIBITING IMPORTATION OF OXEN AND OX PRODUCTS FROM THE
NETHERLANDS
(Promulgated by Decree No. 17 of the Ministry of Agriculture on March
28, 1997)
Recently the State Administration of Animal and Plant Quarantine was
informed, by the Ministry of Agriculture, Nature Management and Fishery
of the Kingdom of the Netherlands, of a case of Bovine Spongiform
Encephalitis (mad cow disease) found in the Netherlands on March 21,
1997.
These Regulations are therefore formulated with a view to preventing the
spread of the disease into China, and protecting China's cattle-raising
industry, in accordance with the contents of Article 5 of the Law of the
People's Republic of China on Entry and Exit Animal and Plant
Quarantine:
1. As of this date, importation (including direct imports and
transshipments) of oxen, embryos, beef and beef products, as well as
animal feed such as bovine bone meal into China is prohibited.
2. Entry of beef and beef products into China from the Netherlands is
prohibited, whether through post or carried by passengers. Such beef and
its products shall be confiscated and destroyed once detected.
3. Beef and beef products from the Netherlands, once detected aboard
international flights, ships or trains that stop over or pass Chinese
territories, shall be seized.
4. Once intercepted and captured, all beef and beef products smuggled
into China from the Netherlands shall be destroyed under the supervision
of animal and plant quarantine authorities at the nearby port.
5. Any case or suspected case of Bovine Spongiform Encephalitis must be
reported to the Ministry of Agriculture immediately.
6. We solicit close cooperation and efforts in publicity and explanation
from all related departments.
7. Violations of these Regulations are subject to measures taken by
animal and plant quarantine authorities at Chinese ports according to
the Law of the People's Republic of China on Entry and Exit Animal and
Plant Quarantine.
