Export coal is a large quantity of mineral product in bulk. According to The Regulations on Inspection of Import and Export Commodities of the People's Republic of China, the present Provisions are formulated with a view to strengthening the inspection and supervision, and improving the quality of export coal so as to open up the international markets and uphold the State's reputation and earn more foreign exchange by exportation. CHAPTER II SUPERVISION AND ADMINISTRATION OF ORIGIN @@ Article 2. Quality license system should be carried out for export coal. No coal produced in mines and stations without being granted quality license can be purchased by foreign trade management departments (hereinafter referred to as management departments) and the application for inspection can't be accepted by any local commodity inspection bureaus (hereinafter referred to as the Commodity inspection authorities). @@ Article 3. the registered mines and stations shall be subject to the qualification test ("Provisions on Qualification Test For Quality License of Export Coal for Trial Implementation" is omitted) held by the commodity inspection authorities and the competent departments in charge of export coal jointly, and the qualified units should be reported to the State Administration of Import and Export Commodity Inspection for registration and file. In general, the validity of the time of quality licence is three years. Those unqualified units must stop exporting; only after improvement and producing stably for a period of time, the replication can be made for qualification test. @@ Article 4. The mines and stations should be on the basis of the following main conditions: (1) Having a stable resource and ensuring that the quality of export coal is in conformity with the requirements as stipulated in the contract; (2) having a complete set of equipment for production and processing and adequate production capacity to ensure that the assigned exportation task can be fulfilled; (3) Having corresponding inspection departments and inspection systems; (4) Having a good transportation conditions to ensure that the export coal shall be shipped in due time; (5) Setting up various kinds of perfect rules and regulations to ensure that the production [1] [2] [3] 下一页
