@@ Article 15. Environmental Protection. The municipal
environmental protection departments shall be responsible for the
promulgation of norms and total volume of pollution discharges in
the industrial zone. Detailed projects on pollution treatment shall
be examined and approved by the administrative commission. Projects
involving serious pollution shall be forbidden to be established
in the industrial zone. Projects causing pollution of ordinary
level shall be subject to the principle of "who pollute, who treat".
The environmental protection departments shall have the
authority to collect through the administrative commission the
discharge fees and fines from enterprises whose discharges surpass
the norms of the State, and to order these enterprises to treat the
discharges within given time limit.
The administrative commission shall have the authority to
order the enterprises which have been ordered to treat their
discharges in given time limit to close or alter production in case
these enterprises do not or can not treat the discharges
effectively. All economic losses then incurred shall be borne by
enterprises on their own.
@@ Article 16. Labour Salaries. The contract system shall be
adopted for all types of staff and workers of enterprises (in the
industrial zone). The enterprises may recruit (hire) employees in
and outside the territory on their own or entrust the
administrative commission to recruit (hire) on agent bases. The
enterprises may decide on their own the methods and locations of
recruitment, terms of (employment) contracts, standards and forms
of salaries, and bonus and allowance schemes. The number of
recruitment shall be filed with the administrative commission
and the administrative commission shall report the number of
recruitment to the municipal labour administration for files.
Such basic protective conditions as standards of salaries, labour
insurance and labour hygiene set by the enterprises for their
employees shall not be lower than the standards stipulated in
relevant laws and regulations of industrial zone.
@@ Article 17. Foreign Exchange. The after-tax portion of foreign
exchange generated by the enterprises from their business operation
shall all belong to the enterprises. The enterprises may decide on
their own the uses of foreign exchange.
Profits earned by foreign businessmen, salaries of foreign
employees and their lawful income from other sources may be remitted
abroad freely after they have paid taxes in accordance with the
relevant regulations.
The assets of foreign businessmen shall not be nationalized.
The enterprises may directly borrow from overseas sources and issue
