CHAPTER I GENERAL PROVISIONS
@@ Article 1. The Provisional Regulations on the
Administration of Shatoujiao Bonded Industrial Zone
(hereinafter referred to as the industrial zone) of Shenzhen
City is formulated for further improving investment climate,
exploring a new administration system which is in line with
internationally accepted practices, and developing an export-oriented
economy.
@@ Article 2. The industrial zone shall be subject to the present
set of Regulations. Stipulations in other laws and decrees of the
country which are more favourable to the enterprises and
investors shall also be applicable in the industrial zone.
@@ Article 3. The industrial zone is a supervision and
administrative zone of the Customs. Customs formalities shall be
simplified for goods, transportation means and personnel entering and
leaving the industrial zone.
@@ Article 4. Foreign businessmen shall be encouraged to establish
in the industrial zone the export-oriented enterprises which involve
advanced and applicable technology, produce high-quality
products, generate good economic efficiency, have good
development prospects, consume small quantity of energy and cause no
serious pollution.
@@ Article 5. An administrative commission (hereinafter referred to
as the administrative commission) shall be set up in the
industrial zone. The administrative commission shall be subject to
the dual leadership of both Industrial Office of Shenzhen Municipal
People's Government (hereinafter referred to as the municipal
government) and Shatoujiao administrative zone. It shall, in
accordance with the authorization by the government, exercise overall
administration over the industrial zone.
@@ Article 6. Administrative personnel and workers in the
industrial zone shall be abided by the laws and decrees of People's
Republic of China and other relevant regulation of (Shenzhen) Special
Economic Zone.
CHAPTER II ADMINISTRATIVE COMMISSION
@@ Article 7. The administrative commission shall adopt the
director responsibility system.
The administrative commission shall be composed of one director,
several deputy directors and several committee members.
